Rural Healthy Eating Active Living (RHEAL) Program Application

Apply before the Review Periods of mid-September, mid-January and mid-April

The RHEAL Program promotes active recreation for Yukon’s rural and First Nations communities and underserved populations. Through the RHEAL Program, local organizations receive support to offer unique recreation activities suited to their community's needs and interests. 

RPAY accepts applications for activities that meet the RHEAL Program Guidelines and are not excluded under its insurance policy. Programs must be:

  • accessible, inclusive, and active,
  • offered regularly (at least once per week for two months),
  • led by a qualified, local leader and,
  • ideally, take place outdoors and over the fall/winter.

Qualified leaders have expertise and certification to plan and deliver the program, use accepted risk management practices, and report on results. 

Eligible applicants may receive funds that help cover wages, materials, supplies, healthy snacks, and/or facility rental. Apply to the Recreation Training Fund for costs related to training and certification.

Due to insurance, all  applicants must be a rural recreation department, First Nations government, or a local group who carries their own insurance.

Applicant Type (Effective September 2024)

  1. ORGANIZATIONS who carry their own insurance can apply to the RHEAL Program. 
  2. INDIVIDUALS who have previously received RHEAL funding can apply to continue ongoing programs as an individual. 

Please reach out to RPAY if you do not fit one of these categories. 

Organizations may be a rural recreation department, First Nations government, a local group, etc. An organization who receives funding enters into a “Funding Agreement.” An Organization who submits an application agrees to:

  • Hire/contract leaders with current certification. Maintain copies of certification on file.
  • Require a criminal record check when leading programs for children, youth or vulnerable populations.
  • Provide coverage for the leader(s) under the organization’s employment policies and insurance.
  • Supervise program leaders to ensure 1) the program is planned and delivered using accepted risk management practices, 2) participation for each session is tracked using the Participation Record, and 3) feedback on the program is collected from participants.
  • Submit reports, receipts and invoices accurately and on time.

Individuals who receive funding enter into a “Contract” with RPAY. An Individual who submits an application agrees to:

  • Enter into a “Contract” with RPAY without subcontracting.
  • Provide a SIN or CRA Business Number and accept a T4A.
  • Plan and deliver programming using accepted risk management practices.
  • Track participation for each session using the Participation Record.
  • Gather feedback on the program from participants.
  • Complete the online RHEAL Program Report when the program ends.
  • Submit reports, receipts and invoices accurately and on time.

RHEAL Swim Camp Program

RPAY may accept applications for Swim Camps from communities without a pool. For organizations needing help with a Swim Camp application, contact RPAY at 867-668-3010.


NOTES:  

  1. RPAY stores all electronic files and documents in Canada. Therefore, this application and associated documentation is subject to Canadian Privacy Laws. 
  2. One organization may request funding for a series of related activities or programs on a single application. For different programs, please complete a separate application.
  3. Individual applicants who have NOT had a RHEAL Leader contract with RPAY in the past, please contact Peter Jacob, Active Living Coordinator, before continuing your application.
