Every coach and referee must be duly trained and certified to be allowed to participate in any competition or event.

Requirement:
Every coach must be a member of the Federation.
Classification of coaching courses:
Rookie Rugby (Non-contact Rugby)
Categories: U6, U8, U10
Roles: mini rugby educator or community facilitator (day camps and schools)
World Rugby Level 1
Categories: U12 to senior
Roles: Head club coach and high school program
Assistant college and university coach
World Rugby Level 2
Categories: U12 to senior
Roles: Head coach of provincial teams, college and university
